Vijay D’Souza, CISSP, CEH

Vijay D’Souza joins Cotton & Company’s Assurance Practice from the U.S. Government Accountability Office (GAO) where he was most recently a Director of Information Technology and Cybersecurity. At GAO, Mr. D’Souza had 20 years of experience leading a diverse set of audits and reviews of government cybersecurity and IT issues. Recent areas of work included ransomware, the SolarWinds breach, use of the NIST Cybersecurity Framework, and IT modernization efforts at federal agencies. He has testified before Congress several times and appeared in national and local media as an expert in cybersecurity issues. Mr. D’Souza also led GAO’s Center for Enhanced Cybersecurity, which provides advanced technical support for GAO’s cybersecurity audits. He previously led GAO’s data analytics activities and was a Director in GAO’s Health Care Team. Prior to GAO, Vijay worked in the international development area, and before that as a developer of technology training. Mr. D’Souza has an M.B.A from the University of California Berkeley and a B.S. in Materials Engineering from the University of Maryland, College Park.

Matthew Gorman, CPA

Matt Gorman, CPA joined Cotton & Company in April 2019 as a senior manager in the firm’s Assurance Practice. The majority of his career has been spent conducting federal financial statement audits of several department-level agencies. He has extensive experience interacting and cultivating trusted relationships with executive-level government and corporate personnel. Mr. Gorman has expertise in leading and managing large audit teams. He is a continuing professional education instructor, volunteer, and active member of the DC Chapter of the Association of Government Accountants. He is a proud Hokie, having received his B.S. in Accounting & Information Systems from Virginia Tech.

Erin Meredith, CPA, CFE, CGFM

Erin Meredith joined Cotton & Company’s Contracts & Grants / Litigation Practice in January 2016 as a senior auditor. Prior to joining Cotton & Company, she was responsible for conducting financial statement audits of executive branch agencies, participating in internal control assessments, and providing consultative services to legislative branch agencies. Since joining Cotton & Company, she has been responsible for managing a variety of performance, compliance, and financial statement audits and examinations for, or on behalf of, federal agencies and not-for-profit organizations that are primarily funded by the federal government. Ms. Meredith graduated with a B.S. in Accounting and a Minor in Psychology from Salisbury University. She is a member of the Greater Washington Society of CPAs, Virginia Society of CPAs, Association of Government Accountants, and Association of Certified Fraud Examiners.
